Introduction:

First week:

Local public services, including access to health, waste management, and social services, have a huge impact on our daily lives and well-being. Unfortunately, many citizens often lack basic access to these important services. Local governments have an important role in ensuring access and can make all the difference. In this week, you will discuss questions such as:

• How can the different layers of government work together to ensure basic services also reach the poorest people?

• How can they set up the financial management of services in a transparent and democratic way?

• How can partnerships with NGOs and the private sector help local governments to better deal with challenges?

The week equips you with a number of practical and analytical tools and brings you new ideas to conceive and implement policies and projects on local service delivery. Separate modules will zoom in on the development of local systems for waste management, health and social services. The Sustainable Development Goals will be an important starting point for discussion and knowledge sharing.



Second week:

This week relies on the use of interactive public-sector case studies to demonstrate the different components of effective innovation in the public sector. In addition, this course utilizes individual debriefs, group discussions, role-playing, and presentations as well as best practice benchmarks from different countries.

LED in different contexts, During the course, you will learn about different approaches to accommodate the different needs of urban and rural contexts as well as local economic and social development in least-developed and post-conflict states. Furthermore, you will become familiar with strategies and tools to support decent work and human rights and include vulnerable and marginalized groups, such as women and youth, in the local economy. There will be ample opportunity to bring in experiences from your own local context.

LED in practice, during study visits, the instructor will talk about long-term economic strategy and show projects supporting entrepreneurs in Dusseldorf. a knowledge center for innovation, information, and inspiration in glasshouse horticulture.

This course is intended for professionals working in the field of decentralization, local governance, municipalities, public service provision, and development. The course offers a combination of presentations by top experts and innovative exercises.

Week 1

• increase your insight into the basic conditions for good local service delivery;

• better understand the roles of the different layers of government, including central government in creating conditions and maintaining oversight;

• gain insight into the implication of the SDGs for local service delivery and local governments;

• understand challenges and possibilities in financing service provision at the local level;

• increase collaboration and interaction between public and private sector (public-private partnerships), with the civil society and between central and local government.



Week 2

Smart Cities and Local Economic Development

• Support the need for public sector organizations to better create, improve and adapt to the implementation of innovation systems

• List the stages of innovation needed to positively impact public sector policy decisions

• Apply human-centered design principles to public sector policies and procedures

• Outline different benchmarks of successful smart cities around the world

• Identify the crucial innovation blocks needed for a mature public-sector innovation system

• Assess the economic and political context for regional development;

• Identify challenges and opportunities for strengthening the local economy and job creation together with stakeholders at local, regional and national level;

• Develop approaches for strategic local economic planning;

• Become acquainted with practical tools for supporting the local economy.
